V3 has a new design and we also added a new feature for enabling/disabling write permission for macOS Catalina. This app will help you to easily change the state of the Gatekeeper. You might need to disable the Gatekeeper to be able to open the image and run the app. This app is signed by my AppleID and shouldn't give you the error but I guess the application that I used to create the DMG might have changed the signing somehow. I attached a zip file to my first post and give that one a try. I tested the Image on High Sierra and Mojave without any issues.
