the sip is set to 03080000 but the system outputs csrutil status System Integrity Protection status: enabled.

such a sip was issued I deleted RestrictEvents today.kext thought maybe it was interfering, but the behavior has not changed, the system does not respond to copying VoodooHDA.kext I can't imagine what might be interfering with my work. I've run out of ideas.
