MacOS Ventura pci configuration issues with opencore simplify

Hello, I am quite new to hackintoshing and know little a couple months back I tried hackintoshing for the first time and it went really well with no issues. I try it again but for some reason and it has just been hell. These past four days have been quite hell trying to figure out how to get past this issue where it states "i0PCICONFIGURATOR :: configure kI0PCIEnumerationWaitTime is 900" the problem is 2 days ago i fixed the issue but i deleted my efi folder so i pretty much lost it and the reason why I did that was because my usb was not working. Some things I wanna state i cant disable/enable 4g decoding this is due to the fact that motherboard has locked that from me nor I cant disable resizable bar on top I just kinda had enough with this trying to figure everything myself so today I made an account on this website seeing if i can get some help on this I also tried the following "fixes" that did not work for me: npci =0x3000 npci=0x2000. Specs: GPU: amd radeon 5500 , AMD 5 5600G (if more needed ill give)
also if needed if you need to know how I installed it first i used balenca etcher with the olarila ventura image file after that i used minitool partition to change the letter and press apply after that i used explorer++ to put the efi made by open core simplify and booted my usb drive
