Shift modifier for horizontal mouse scrolling not working

I had a perfectly running Monterey I installed off of Olarila.  The only thing not working was holding down shift for horizontal scrolling with my trackball wheel! It worked fine on Mojave. I updated from 12.6 to 12.6.7. Same problem. Now it's on Ventura, and it's still a problem. I tried MOS USB Overdrive, Kensington Mouseworks, Steermouse and one other I believe. MOS is the only one that allows for horizontal scrolling with shift, but it only works in Finder.  I've uninstalled all of those.

Oddly enough, it actually works fine in a windows VM I run in Paralells. 

I've tried multiple mice and keyboards.

I use this constantly for editing software. Any ideas would be a big help. I've scoured the internet for months and tried everything.
