Install Ventura in the normal way, I run OpenCore Legacy Patcher, it is disabled, SIP, AMFI, SECURBOT when loading the system it stays here and does not advance.

HP Z230 Xeon 28 gb ram 2 graphics, gt 730 and quadro k620 on the same cpu.

When it does not run the opencore Legacy Patcher it works for me, only there is no graphic card.

I use the hatswell efi provided by the forum.
