Stuck at [EB|#LOG:EXITBS:START] with dual CPU on X79 China motherboard

I have almost everything working with single CPU E5 2689 on my China X79 motherboard which 2 sockets as illustrated with the picture below 

But with dual CPU setup, I get stuck at [EB|#LOG:EXITBS:START]. I followed all instructions here but there is still no luck.

Could anyone give me suggestions to fix this issue?

Here is the info of my PC

• Mobo: Chinsese X79 dual CPU
• CPU: Xeon E5 2689 x2
• GPU: Gigabyte RX 480 4GB
• Ram: 4 x 16GB 1600Mhz

I have installed Monterey and everything working with 1 CPU so starting from fresh is gonna take a lot of time. Only with 2 CPU setup I get stuck at [EB|#LOG:EXITBS:START]. Do you have any idea with the info I provided?

How did you boot with only 1 CPU? I have 4 CPU and it freezes in that part.
