Hello maxsormy, It looks like Apple has implemented a new security measure in Mojave where an app needs special authorization from the end user before it could proceed with the execution. At first, I thought this was ONLY a bug. But, I was wrong. Anyway, I had uploaded a newer version of WIC above. Please feel free to try and let me know the outcome. Decat, I think I get what you mean. Go to your high Sierra/Library/Updates and delete all files and folders in there. Reboot the system and try to download high sierra again.
