Unfortunately does not boot up. I believe that the core duo CPU does not allow Catalina. Perhaps should I try with Hsierra?

Hello community, can someone help out here? Got some old hardware, an Asus IPIBL-LB, with 4Gb Ram and CPU Intel core duo Quad96xx, SSD disk 512GB. Can I make it to install Olarila High SIerra at least ? Or even higher? thank you
