macOS 12 correctly recognizes SATA-3 (6Gb/s) SSDs and HDDs but not SATA-2 (3Gb/s) HDDs on HP Z440 (C612 Chipset)

On my HP Z440 (C612 Chipset, X99 Server equivalent), when a SATA-2 (3Gb/s) HDD is connected to any of the internal SATA ports, it cannot get read correctly in macOS. Upon opening Disk Utility, i get a "Disk not initialized" error message, trying to initialize the disk does nothing. When booting Windows on the same machine, all drives including SATA HDDs and SSDs are recognized and read correctly, also the SATA HDDs work perfectly fine with all the other machines i own.
