hy i am using Dell latitude E6440 core i5-4310m with intel hd 4600/8690 .....wana install ventura and monterey but after all process gave error (support.apple.com/mac/startup)....i am using big sure on same laptop and working 100 % but haswell efi is not installing these macos .... what to do plx help me

Use efi folder for haswell mobile. U need check what last system ur hardware have support.
