I don't want the CPU to downclock. How do I proc stay in high clock?

Is there anyway to stop CPU downclock when idle? I'm on Catalina, using a ASUS Prime z270-a motherboard and i3-7350K (Kaby Lake) CPU. I've already disable c-states, speedstep, etc in BIOS. In Windows 10 my cpu is always at 4.2ghz. The NullCPUPowerManagement.kext also doesn't stop it from downclocking.
