Got it with monterey. Even with securebootmodel disabled and -no_compat_check Now got me thinking whats changed from big sur that worked ... maybe change from imac14,4 to one newer? Although I thought the boot arg would fix it? Now run macmini7,1 to fix .... I thought wrong obviously!
