Since NVMe is detected but SATA drives never appear, it might be worth checking which SATA controller macOS is actually seeing. A screenshot of System Report → SATA/NVMe from a working installer boot, or the OpenCore boot log, could help determine whether the controller is failing to initialize or just not matching the expected driver.
