How do you make MacOS bootable installer for offline install in Windows? I have dmg image of MacOS but Mac installer doesn't see it correctly on USB. is there a step by step how to do this on Windows?

I was finally able to reach to MacOS installer screen. thanks to the olarila EFI settings. Now how do I properly create offline installer or get wifi working so I can install MacOS? I see that kext itlwm is being loaded but how to call network manager to connect to wifi for recovery install using OC?
