Hello, I don't know if you found the solution to your problem but I got the same error message and I found where the problem came from. In fact the installation of your OS is not finished after the first phase of installation you have to let clover reboot on its own without manually choosing the disk on which you installed your OS. Clover will reboot 2 times and then normally your installation will be, and finally you will be able to reboot on macOS big Sur enjoy
